The Texas State Preservation Board was created in 1983 by Senate Bill 147, 68th Legislature, Regular Session. The Board is composed of the Governor, who acts as chair, the Lieutenant Governor, and the Speaker of the House of Representatives. William “Bill” P. Hobby served as lieutenant governor of Texas for 18 years (1973-1991).
